Legislature approves SB 191- Updated May 12, 2010 - The Senate Education Committee passed the bill on April 23 on a 7-1 vote. The Senate Appropriations Committee passed it on April 26 on a 10-0 vote. The Senate approved the bill on April 30 on a 21-14 vote. The House Education Committee passed the bill on a 7-6 vote in the early morning hours of May 7 after many hours of testimony, debate, and amendments. On May 10, the House Appropriations Committee passed the bill on a 7-6 vote. The House passed the bill on second reading on Tuesday night, May 11, on a standing vote, and then passed the bill on third reading today. Senate Education Committee: Sen. Evie Hudak (D-Westminster), a former teacher and former State School Board member, voted against the bill in the Senate Education Committee. Other members of her party and the three Republicans on the committee voted to pass it: Sens. Bob Bacon (D-Ft. Collins), committee chairman; Pat Steadman (D-Denver); Rollie Heath (D-Boulder); Michael Johnston (D-Denver); Nancy Spence (R-Centennial); Keith King (R-Colorado Springs); and Mark Scheffel (R-Parker).

Senate Appropriations Committee: On Monday, April 26, the Senate Appropriations Committee passed the bill on a 10-0 vote. Voting for the bill were Sens. Collins); Rollie Heath (D-Boulder); Mary Hodge (D-Brighton); Moe Keller (D-Wheat Ridge); Ted Harvey (R-Highlands Ranch); Keith King (R-Colorado Springs); Mike Kopp (R-Littleton); and Al White (R-Hayden). Senate: The Senate amended and passed the bill on second reading on April 29, and passed the bill on third and final reading on April 30 on a 21-14 roll-call vote. Collins); Dickey Lee Hullinghorst (D-Longmont); Joel Judd (D-Denver)l; John Kefalas (D-Ft. Collins); Sal Pace (D-Pueblo); and Jack Pommer (D-Boulder). Voting to pass the bill were Reps. Mark Ferrandino (D-Denver); Bob Gardner (R-Colorado Springs); Kent Lambert (R-Colorado Springs); Jim Kerr (R-Littleton); Jim Riesberg (D-Greeley); Jerry Sonnenberg (R-Sterling); and Glenn Vaad (R-Mead). House Second and Third Readings: Late the evening of May 11, the House passed the bill on a standing vote with no roll call and then approved the bill on third reading on May 12. Senate Final Vote: The Senate approved the bill on a 27-8 vote on May 12 after accepting House amendments. This was the final vote on the bill. It will now go to the Governor.
Executive Order: Governor's Council on Educator Effectiveness - This group of educators and others is already working on the requirements in the order. The group has met twice since March and has established a regular meeting schedule. CEA members Amie Baca-Oehlert (District Twelve EA), Kerrie Dallman (Jefferson County EA), and Shelly Genereux (Brighton EA) serve on the council. Linda Barker is CEA's staff liaison to these members.
